There is one thing I noted and maybe I'm wrong but the sound mix in Garegga seems to be kind of odd. It's like the music is much louder than the effects, even with FX set to max the voice samples ("Level Up") are hard to hear. DVI inputs on old LCDs add additional lag in my experience, so if that's more important to you than slightly better picture quality, I'd recommend using the VGA input with vga_scaler=1.

I had the same problem with an external USB drive recently. For me, the problem was NTFS. After I reformatted the drive using FAT32 it ran significantly faster.
