That's interesting because mine was effectively the opposite. If I use a test pattern with %100 green it comes through. I was really thinking about picking up a J-Pac since Porkchop reported using it himself. The circuits on the two products are supposedly using the same amp but I think the J-pac has additional protection and controller chips. Mine...

VGA pin9 is used to provided +5V in the connection. Shouldn't be necessary for monitors, usually only useful for certain adapters that don't supply their own power.
