I'm having a very similar problem, but the device/hub it's having an issue with is a Blisster v1; Devices "work", but act very strangely after upgrade. Jotego has said in the past that he'd get to Speed Rumbler at some point, which makes sense as he's done many similar Capcom games. No idea about Rastan, though.

Outrun is a little different, being on Super Scaler hardware, though a lot of it is similar to System16 as it's from the same era. Thunder Blade is also Super Scaler. It'd probably be an easy next project, but won't be the same core.
