I think I experience the same thing, only I've found that all USB devices don't respond. This only happens when doing a cold reboot from the main menu (haven't tried a cold reboot within a core). We would have to see a picture. If it's happening on other cores then it could be your HDMI port. It sounds like an issue I had with my first DE-10 Nano where it would show artifacts that were either solid, wiggle, or not show at all. I tried different cables and monitors but same issue.
