The CEC issue is because of the DE10-Nano used in MiSTer / Multisystem. It does not do CEC correctly, therefore a number of dongles that plug into the standard MiSTer stack were made to disable CEC. My situation with the PS1 core is now resolved, memtest shows #3 indicating 128MB after replacing the correct IC for U1 on my multisystem.

I wanted to update my situation, after replacing U1 on the RAM circuit with the correct part, everything is working, memtest shows #3 indicating 128 MB and my issues with the PS1 core are now resolved.

Thank you LeeW. @emiliom Emiliom you may need to adjust your BOM to reflect this, I think this is my problem, the 04 is the correct part and the 07 does not work in it's place. For me the green is less bright but I wouldn't say it's problematic: I aimed for a target of about 40mcd for my LEDs as I hate having blinding LEDs on things. I just now re-checked the specs on my LEDs on digikey and it looks like my red is 39.75mcd, yellow is 42.75mcd, but the green is only 20mcd. Hmm... I could have sworn the datasheet of the LE...

I've verified almost all the other components now, hdmi, scart, vga, analogue audio out, ethernet, fan headers, switches, everything seems to work. Just got the USB IC literally right after my last post. Popped it in and everything seems to be working fine, all USB are Go! Worth noting that the short 6” USB cable I planned to use didn’t work because I assume it was a Power Only cable with no Data (Hate that those exist). I remember changing something important that was included in the readme/documentation files somewhere in the github. EDIT I think it was the ENIG finish from the readme "Material to be 1.6mm FR4 4-layer PCB lead-free (RoHS compliant) with an Electroless Nickel Immersion (ENIG) finish. Green solder resist on both sides including vias."

It looks like we will need a smart engineer to identify specific compatible component part number options that might be available to the average consumer from places like mouser / digikey in order to complete our projects. This is going to freeze my progress until such a person comes along.
