Well, sometimes. There are plenty of examples of SNES games where square pixels in the native 8:7 aspect ratio produce true circles, while a 4:3 stretch of that makes ovals. The same is absolutely true of 4:3. *NO* video chip from that era produced square pixels, yet that's how they were drawn - artists had to actually take that into account and compensate for it by drawing art stretched 'thin' so it would appear properly on a 4:3 CRT.
