I like guy videos, but I have to say that he exaggerated saying it is an os. It's kind of toy project by using Visual Basic for Dos.

It's like the PCMania utilities that came on CD from readers

The author of the software called it OS/5 Desktop program. It is more like Win 1 - 3.1. Nethertheless it is interesting, in particular due to the fact that it is totally unknown. I have never heard of it before and if you search the internet good luck finding anything.

I immediately recognized the UI as Visual Basic for DOS...

Interestingly enough, VB for DOS came out a year after VB for Windows.

I thought it was pretty neat (when it came out), but pretty short-lived never progressing past 1.0.

Anyway, like you say, its more of just a DOS Shell. No real OS is written in BASIC :)
