Rolling Picture on CRT - VGA to Scart

Hi guys, first post on the new forum, soldered my 5.6 i/o board, vga output is ok, when I use a vga to scart output tho I have a nasty out of sync rolling picture, followed the wiki diagram for making the cables and I don't believe I messed anything up? CRT works fine with a NEO Geo and a SNES used for testing.

forced_scandoubler=0
ypbpr=0
composite_sync=1
vga_scaler=0

Have tested other settings to no avail, SOG is off, tried menu in pal and ntsc.

I am using no resistances on the cable, I have an OSSC I can try if it can help troubleshoot the issue, please help I am at a loss after 3 evenings spent (wasted) troubleshooting this issue:

What kind of cable are you using for VGA to SCART? Have you already tried swapping the VGA Jumper between 3.3v, 5v, or off?

Basically I somehow had the wiring wrong, now everything seems to be ok, colors are a bit over saturated tho.
